Invitation to the international preparation meeting

for the 4th european PGA conference

The purpose of this meeting is to explain and to progress on the next european PGA conference, which will take place from August 19th to Septembre 3rd in France & Switzerland, and will be organised by the STAMP collective.

Below is a proposal for contents to discuss. Of course, you are very welcome to provide opinions, contributions and critiques until the meeting begins.

The meeting will take place in April, from Friday 21th to Sunday 23th (arrivals from thursday evening on). It will be hosted by the collective space "AK57", in Budapest (Hungary), which gathers cultural & activist collectives such as Indymedia and the "Young Budapest Anarchists".

It is very important for logistics that you announce your participation as quickly as possible (above all, persons who need a visa) by e-mail: stamp@poivron.org.

We will help for your visas (have a look for countries that recquire one in the appendix below) and possibly for transport. We primarily encourage hitch-hiking & carpooling, but it should be possible for us to finance travels if necessary. Sleeping places will be arranged in various houses in town; bring sleeping bags and bed sheets if possible. A car park will be available for vehicles.

Proposal of agenda for the meeting in Budapest

Note: we could discuss the agenda after introducing the conference project, and after dealing with the meeting logistics. This could allow us to share the same ground to discuss the meeting contents.

Friday - 10h-13h

1 - Meeting logistics

Organisation of our "everyday life" during the three days (material and technical points) in Budapest.

3 - Presentation of the european PGA conference project

Decentralised and centralised structures / themes proposed / relation with local issues / auto-organisation / creation of links with Eastern & central Europe (individuals & collectives).

4 - Forms of organisation, general & technical structures of the conference

Note: One of STAMPS' goals is to take care of the distribution of tasks and refuse unequal power-relationships & domination.

4-1 - Information and coordination
  1. Internal collective organisation of the decentralised locations
  2. Communication between the decentralised locations:
  • daily telephone meetings? (an idea for telling France Telecom's unionists to have low or free price);
  • Internet chat? (with problems related to efficiency & computer expertise);
  1. Communication outside
  • autonomy of decentralised locations;
  • global structure about centralised meeting;
4-2 - Decision-making process during the conference
  1. General questions
  • how to transmit information between decentralised locations to the centralised location?
  • structures and objectives for the centralised meeting (decisions of PGA process, feedback about practical activities and thematic discussions in decentralised locations);
  1. PGA process
  • problems and questions to discuss in the decentralised locations and reports in the centralised moment;
  • forms of discussion about the "PGA process" in centralised locations; proposal to reproduce the "spoke council" experience from the Belgrade conference;
  • next PGA Europe convenors.
4-3 - A thematic and practical conference

Reminder: we stress the importance of connecting local issues to themes and building activities.

Saturday - 16-20h

5 - LOGISTICS
5-1 - Visas
  • It is one of the most important financial costs;
  • the "Switzerland problem";
5-2 - Transport
  • inciting to use the cheapest means of transportation;
  • transport coordination on the "PGA Europe process" list;
  • transportation between decentralised and centralised locations;
5-3 - Food (supplies and cooking structures)
  • Auto-organisation in collective kitchens;
5-4 - Installation
  • Fixed & mobile structures, depending on the location;
5-5 - Translations
  • thaughts about the domination of English and Spanish in international networks;

Proposals:

  • translation crews spread among the different decentralised locations and in the centralised location;
  • student translators;
  • we should think about the necesity to maximise our understanding and our will to not delegate to "experts".
5-6 - Finances
  • How can we minimize the cost of the conference?
  • How much money have we yet collected? What is still to come?
  • Discussion:
  • modular price or common participation?
  • funding of transport costs between decentralised and centralised locations?
  • Ways and limits to refunding costs, according to a person's situation;

Sunday - 10-13h

6 - International contacts & communication
6-2 - Conference invitations
  • Contact list;
  • How to subscribe to the conference and how to "fix'n'play" with the quotas in decentralised locations;
6-3 - PGA Europe and World
  • Knowledge-sharing about what this network is & links between these two levels of organisation;
  • Structures of PGA: state of the network & how to keep it going (lists, newsletters, infopoints, websites...);

Sunday afternoon

We didn't plan anything since we believe we will be late. You might add other points to the discussion. We will have to clean up too, and other crazy things...

The following nationalities do not need visas for visits up to 90 days:
